| What Must a Free
People Do? Plan For a
"Summer of Discontent"
The Peoples’ 535 representatives in
Washington DC have begun to respond to the constituent demand letters
they received last week in conjunction with the hand delivery of the
Truth-in-Taxation Hearing record to every member of Congress.
Their responses form an obnoxious and
objectionable pattern:
- Staff members, rather than
representatives, are responding
- Staff members are not showing the
letters to congressmen
- The replies are non-responsive and
plainly insulting
- Stock "off-the-shelf" replies have
nothing to do with our charges
- A giant "brush off" by Congress is in
the making
We again ask: What must a free
people do when faced with a government that will not respond to a proper
petition for a redress of grievances? What must a free People do with a
government that will not answer to the Peoples’ charges of unlawful
behavior? What must a free People do with the representatives of a
Republic that respond to constituents with inane and irrelevant
responses?
Are the People not justified in taking stronger action?
Do the People, as our nation’s history has shown, have a moral duty to
take stronger action?
Do the People need a bold plan for a militant, non-violent,
mass-movement retort?
Do the People need to initiate a "summer of discontent?"
No matter what the People may do after June 1st, it is important that
they continue to RESPECTFULLY request their elected representatives to
respond to our petition for a redress of grievances by addressing the
evidence of the Citizens’ Truth-In-Taxation Hearing.
This Foundation is currently developing a comprehensive education and
public awareness plan to ensure that the Peoples’ voice will be
heeded on this issue. Make no mistake, this is a constitutional crisis.
As they have in the past, the People will preserve their rights.
Until this plan is publicly released, everyone is urged to send a POST
CARD every MONDAY between now and June 1st, to all three of their
congressmen, RESPECTFULLY urging the congressmen to respond to the
letters they received on April 15th, regarding the income tax. As an
example, post cards can simply read:

| Representative John Sweeney’s office
"responded" to Sweeney’s constituent Bob Schulz. Notwithstanding the
fact that Mr. Schulz did not write about the amount of taxation,
Sweeney’s letter to Schulz begins with the sentence, "I agree that
the tax burden on Americans is too heavy," and goes on to summarize
Sweeney’s support of his political party’s attempt to get tax
cutting legislation passed.
Sweeny’s "response" was totally ignorant of the content of the
Schulz’ letter. In "responding" to Schulz, Sweeney’s office refused
to take notice of, or acknowledge, the issue raised in the letter --
the overwhelming evidence of the fraudulent jurisdiction of the IRS
and the illegal operation of the income tax system, and the demand
that Congress address the problem.

| Representative David Price’s office
"responded" to Price’s constituents Mr. and Mrs. Steve Coerper.
Notwithstanding the fact that Mr. Coerper asked Price to address the
evidence of a whole host of constitutional and statutory infirmities
regarding the income tax system, including the evidence that the
16th Amendment did not come close to being ratified by 3/4ths of the
state legislatures as the constitution required, Price merely wrote,
"The 16th Amendment to the Constitution, which was ratified on
February 3, 1913, clearly establishes the constitutional authority
of Congress to tax income."

| Senator Boxer’s office "responded"
to Boxer’s constituent Godfrey Lehman, by summarily rejecting Mr.
Lehman’s concerns and by joining the chorus of congressman who use
the regularly recurring phrase, "The Sixteenth Amendment grants
Congress the power to make laws requiring all individuals to pay
income taxes, the courts have upheld those laws, go to the IRS’ web

| Citizen Tony Malone from Monroe,
Louisiana called the office of his Representative, John Cooksey, to
ask if a response to what was delivered on April 15th would be
forthcoming soon. Cooksey’s aide, Tim McIlveeny, told citizen Malone
that he could not find the record of the Citizens’ Truth-In-Taxation
Hearing anywhere in the office. NOTE: The Foundation has mailed Rep.
Cooksey a second copy of the hearing record.

This Foundation asks the thousands of
constituents across the country that sent constituent demand letters to
their Congressman for the April 15th delivery event to MAIL a
hard copy of any response they may receive to our offices so that we may
compile a physical record of how our Congress responded to this critical
moment of history.
Please MAIL your letters to We The
People Foundation, 2458 Ridge Road, Queensbury, NY 12804. We will
electronically scan and post the responses for all of posterity to
examine. Please, DO NOT e-mail or fax any letters or
image scans to the WTP office.
Finally, we wish to acknowledge the numerous inquiries we have received
from citizens asking about the desirability of a class action lawsuit
seeking a declaration of our rights. While our minds remain open to
arguments for the inclusion of a class action lawsuit in the forthcoming
plan of action, we continue to question the wisdom of relying on the
judiciary for a resolution of the questions surrounding the income tax,
especially in light of the very questionable decisions from the
judiciary to date.
Any reasonable person will conclude that
the judicial branch has clearly decided NOT to protect the Constitution
and the People’s unalienable rights in those cases where they have had
to choose between the Constitution and the federal income tax. The
judiciary has in fact, given birth to this Constitutional crisis by
their failure to properly execute their constitutional duties.
